CSA is seeking a Navy and Marine Corps Internet (NMCI) Enterprise Tool (NET) / Task Order Lead to work at the Commander Navy Installation Command (CNIC) headquarters facility on Naval Station Norfolk VA. Candidates must be extremely knowledgeable of the NMCI/Next Generation (NGEN) contract, be able to train and educate CNIC users and IT staff on NMCI/NGEN processes and expected service delivery timelines. Must also be able to advise CNIC leadership and counterparts on appropriate solutions to execute for a given issue and represent CNIC interests when raising issues to Program Manager (PM) NMCI NGEN.


How Your Role Will Make an Impact:  

  • Provides detailed analysis and review of ordering trends, proposed PM NMCI/NGEN policy changes, and new requirements to determine appropriate policy and procedural recommendations to N65 on IT governance.
  • Manage NMCI/NGEN budget. Pull budget information (appropriations, plus ups, and marks) from the Navy’s Program Budget Information System (PBIS), track incoming funds from other Budget Submitting Offices (BSOs)/Armed Forces against obligated funding associated to Task Order/Mod execution.
  • Review funding execution periodically and develop spend plan. Reconcile incoming/ outgoing transactions with Comptroller to ensure that all assigned funds are properly obligated.
  • Should have experience as a member of the NET Working Group and Customer Advisory Group, represent CNIC's interests/priorities in the development of tools and processes that support the NMCI/NGEN contract. Uses software development background to provide detailed solutions and implementation recommendations.
  • As the NET Lead for CNIC, provides CNIC Echelon III Contract Technical Representatives (CTRs) with NET accounts and appropriate tool rights to perform their jobs. Works with other Echelon II CTRs/NET Leads to transfer NGEN/NMCI accounts and services between BSOs using the NET tool.
  • Provides training to the CNIC CTR community on the ordering process, and how to use NET, and how it interfaces with other IT tools to CTR community. 

What You Will Need to Join Our Award-Winning Team:

  • Clearance: Must possess an maintain an active Secret Clearance.
  • Bachelor’s degree in information technology or related field.
  • A minimum of 8 years of specialized progressively responsible experience in developing comprehensive and complex project plans and schedules for IT development or implementation projects. 
  • Experience with the NMCI/NGEN contract.
  • Experience with CNIC G2 Flank Speed web portal.
