Program Manager
Client Solution Architects (CSA) is currently seeking a Program Manager to support onsite in the Arlington, VA area.
For nearly 50 years, CSA has delivered integrated technology and operational support services to meet the defense and federal sector's most complex enterprise needs. Working from operations centers and shipyards to training sites and program offices, CSA deploys experienced teams, innovative tools and proven processes to advance federal missions.
This position is contingent upon contract award.
Onsite/Hybrid/Remote work schedules subject to change based on contract requirements.
How Role will make an impact:
- Direct all aspects of contract execution, ensuring compliance with the terms, conditions, and performance standards established under the contract.
- Monitor cost, schedule, and technical performance across all task orders, applying corrective measures to sustain alignment with contractual and mission objectives.
- Maintain accountability for the achievement of service-level agreements and defined performance metrics.
- Serve as the primary interface with the Contracting Officer, Contracting Officer's Representative, government technical leads, and senior Navy personnel.
- Facilitate regular communication with government stakeholders to convey program status, address emerging requirements, and reinforce partnership across all levels of the organization.
- Represent the contractor organization at governance forums, program reviews, and enterprise integration meetings.
- Identify, assess, and mitigate program risks spanning technical, operational, financial, and schedule dimensions.
- Establish and maintain a structured risk management framework, documenting risks, mitigation strategies, and contingency plans.
- Escalate significant risks to government stakeholders in a timely and transparent manner.
- Prepare and deliver accurate, timely reports, including monthly status reports, financial summaries, and performance dashboards.
- Produce executive briefs, point papers, and program documentation to support government decision-making.
- Ensure all deliverables comply with applicable contract data requirements and DON documentation standards.
- Lead, direct, and develop cross-functional teams supporting enterprise IT portfolios, ensuring appropriate staffing, task allocation, and workforce readiness.
- Foster a culture of accountability, technical excellence, and continuous improvement across all program personnel.
- Oversee talent acquisition, retention, and professional development activities in coordination with organizational human resources functions.
- Support enterprise-level governance activities, ensuring that program operations align with established policies, procedures, and strategic direction.
- Direct integration efforts across systems, teams, and organizational boundaries to advance enterprise IT objectives.
- Manage change management activities, coordinating the introduction of new processes, tools, and capabilities while minimizing operational disruption.
- Provide portfolio oversight, including Total Cost of Ownership modeling, maintaining visibility into the full scope of program initiatives and their contribution to mission outcomes, informed by authoritative Navy systems such as SNaP-IT, PBIS-IT, and DITPR-DON.
What you’ll need to have to join our award-winning team:
- Clearance: Must possess and maintain an active Secret Clearance
- Minimum of 10 years of experience managing complex IT or enterprise support contracts.
- Demonstrated experience leading cross-functional teams supporting enterprise IT portfolios.
- Experience supporting enterprise-level governance, integration, change management, and portfolio oversight activities.
- Active Project Management Institute (PMI) Program Management Professional (PMP) certification.
What Sets you apart:
- Prior experience supporting Navy or DoD enterprise IT environments, including familiarity with NMCI, NGEN, or Flank Speed platforms.
- Knowledge of DoD acquisition processes, contract vehicles, and financial management requirements.
- Experience with the Risk Management Framework (RMF) and cybersecurity governance within federal environments.
- Familiarity with Agile methodologies and enterprise service delivery models.
- Active Department of Defense security clearance.
- Advanced degree in information technology, business administration, engineering, or a related discipline.
