Data Engineer Lead
Client Solution Architects (CSA) is currently seeking a Data Engineer Lead to support a program in the Norfolk, Virginia area.

CSA Global Inc. is seeking a Data Engineer and Team Lead to enable secure, reliable, and scalable data solutions that directly impact J35S Global Force Management (GFM) systems and technology. The selected candidate will design and maintain enterprise-grade extract, transfer, load (ETL) pipelines, performing advanced data integration, cleaning, and transformation to ensure accuracy and compliance across diverse systems. In addition, enable seamless data flows that power analytics, visualization, and decision-making, while ensuring strict adherence to DoD cybersecurity and governance standards to ensure operational integrity. The mission of DDJ35 is to source and deploy trained and ready joint capable forces, lead the improvement of the Global Force Management and Joint Deployment processes, monitor force readiness and deployment, and support the implementation of Resource-Informed Planning in support of the Joint Staff’s mission.
How Role will make an impact:
- Operational analysis and management of Global Force Management related to Joint Technology Development efforts.
- Analyze government-provided, authoritative and classified data to assist the J35 with gaining insight into Global Force Management GFM) and Planning and Execution (PLEX) process outcomes, as well as building statistical models to support process decision-making, and create machine learning models to support J35 efforts to automate and simplify key GFM and PLEX processes.
- Conduct high-level market and business operation research to identify trends and relations and, as part of this, use a variety of sophisticated machines and methods to interact with and act upon data contained within the inventory of the DoD's mission critical and mission essential IT systems.
- Analyze raw data provided by J35 government POCs, and turn it into actionable, understandable content with the help of the J35 GFM Operational managers using various mathematical models and algorithms. This information is used as an analysis source to tell the CJCS and Service/Combatant Commanders and J35 leadership of the "bigger picture" of the IT modernization efforts vital to decision makers.
- Analyze data warehousing solutions and maintain familiarity with ETL Tools with data storage and retrieval, as the amount of data being dealt with is simply complex due to its inherent legacy. Provide sustainment and improvement
- Design, build, and maintain data pipelines to support enterprise data flows.
- Perform data integration, cleaning, and transformation across structured and unstructured sources.
- Develop and implement data models to support analytics, visualization, and reporting.
- Collaborate with analysts, developers, and mission stakeholders to ensure data accuracy and accessibility.
- Deploy and manage solutions on cloud platforms (AWS, Azure, DoD Cloud) in compliance with federal security standards.
- Create and maintain APIs for secure data access and integration.
- Troubleshoot and optimize the performance of large-scale data processing systems.
- Ensure compliance with government data governance and cybersecurity requirements.
- Serve as the contractor Team Lead and supervise CSA employees. Coordinate contractor team requirements with the Contracting Officer’s Representative and CSA Program Manager.
What you’ll need to have to join our award-winning team:
- Clearance: Must possess and maintain an active U.S. Secret Clearance
- Education: Master's degree with a minimum of 8 years' experience or Bachelor's degree with a minimum of 12 years' experience or no degree and 14 years' experience of technical areas with the operation, design, development, documentation, and operation of distrubted computer M&S
- Security+/Network+
- ETL, data modeling, SQL, Python, Spark, cloud platforms (AWS, Azure, DoD Cloud), and APIs
- Demonstrated success in one (1) or more technical areas:
- Experience with software development management and systems engineering training or education (certification desired)
- Knowledge, skills and experience in planning and defining operational requirements for local and wide area communications networks (voice, data, and video).
- Experience with testing and evaluations of modeling and simulation (M&S) and Command and Control (C2) Systems.
- Experience in the ability to develop and maintain web-based joint training.
- Experience in developing and managing unique aspects of software intensive programs.
- Experience with managing and integrating web-based training products (including software, hardware, and network aspects).
- Familiarity and experience with Java 9 “WildFly”, Oracle 10i – moving to PostGres SQL, Tools supporting Java Enterprise Edition such as Hibernate Java Servlet Specification, Java Server Faces, and Java EE Context Dependency Injection.
- Shareable Content Object Reference Model support, Hypertext Markup Language 5 support, DoD Command Access Card Public Key Infrastructure, Schema Design, Production Language, Structured Query Language, and Database Optimization.
- Analyze code, identify area of improvement for cybersecurity, enhance performance of the mobile learning suite servers, as well as their methodology for analyzing, designing, developing, testing, and fielding enhancements.
- Understanding of the use of Jenkins, Eclipse, Subversion, and Bugzilla
