U.S. Navy Awards CSA $16M Contract to Secure Personnel Records Management
VIRGINIA BEACH, Va. — Client Solution Architects (CSA) today announced it has been awarded a $16 million contract by the U.S. Navy to deliver enterprise technical services for the Information Technology Program Services (ITPS) in support of Bureau of Naval Personnel (BUPERS)/Navy Personnel Command (NPC) Force Management (FM). Under the three-year contract, CSA will provide cybersecurity, software testing, digital and enterprise solutions, and configuration management support to help secure and sustain the Navy’s human resources mission.
BUPERS/NPC FM, an Echelon II command and the Navy’s authoritative manager of military personnel records, supports workforce planning, career management, and personnel decision‑making for Sailors across the Fleet. CSA’s work helps provide secure, reliable access to one of the federal government’s largest personnel records environments, supporting mission readiness, data integrity, and continuity of operations.

CSA will support records management systems, enabling critical functions such as selection boards, career progression, retention, and casualty management. These systems support millions of record transactions annually and are central to Navy personnel operations worldwide.

The Navy’s HR organization includes approximately 4,500 military and civilian personnel responsible for managing manpower, personnel resources, and quality‑of‑life programs across the force. CSA’s support will help ensure these teams have the secure tools they need to execute their mission efficiently and effectively.
